My mom's Angy left program; may my mom write last letter? Or stay in touch after?

Good bad news: My mom's Angy, age 17 later this month, in Colombia, has recently left the program.  Luckily, it is for a positive reason.  She and her brother had been living with their grandmother while their father was living elsewhere for work purposes.  My mom had been helping Angy with the cost of her education (she had been in 11th grade, was planning on 12th, and then hoped to become a doctor, or a nurse if the doctor course was too expensive).

Now, her father has taken Angy and her brother to live with him in the southern part of Colombia, outside the CI service area.  He promises to help Angy continue her education. 

Is it possible for my mom to send Angy a last letter?  I think her grandmother still lives in the old neighborhood, which is in one of CI's service areas. 

Also, would it be possible for Mom to keep corresponding with Angy if she is willing?  Angy is almost 17, but not yet 18, so I don't know if that would be allowed.  But, if my mom sent a letter for Angy after Angy turned 18, and if Angy's grandmother is still in the service area, might it be forwarded?  Or is there a way to facilitate contact information (like leaving it with Angy's last SAC) which Angy may request after age 18 if she wishes?
