90 Days? Cancel Title is required

It seems the system requires 90 days period before child can be allowed to respond back to another sponsor's letter. PLease clarify exactly where does the counting begin. Is it from the date child last wrote a letter (which is really the date letter is received by sponsor and available for access online)? or is it the date sponsor last submitted a letter? I normally just wait to get a response before writing another one. However, kid may not necessarily respond to letters. In other words, I would like to trigger my next letter with the optimum chance of receiving a response while avoiding a CR letter to get into the act or our max count of 4 letters per year.

I get letters a lot faster than that - usually about 2 months after I write. I think the rule is that if the sponsor writes, the child has to reply within 90 days, but that 90 days is not reset each time a sponsor writes (if they write multiple letters within a 90 day period), so the child only has to reply once every 90 days, even if the sponsor writes every day, for example.

Pretty sure it's 90 days between SPONSOR letters (time you submit, then 90 days from that registered response one). Why some CP replies can come faster than others is anyone's guess - I've gotten a couple really fast ones too, Gabor. 

From what I remembered from our trip to the Philippines (open up open up open up), the agency actually marked which one the kids had to write a response to.

The child only has to reply (to sponsor letters) once every 90 days, even if the sponsor writes every day
The two required CR letters don't affect anything with CP timing or number of letters per year - this is true, in fact if you write to your child and it's marked for a reply (our computer system does it automatically based on the date of the last letter received by the sponsor), then it actually moves the CR date out by 6-months. This means if a sponsor writes once every 90-days, then they always get a reply to their letter and not the required letters. 
The 90 days starts a few days after you write the letter (it takes a few days to get the letter approved and added to the child's account, especially if it's written on a weekend or a holiday weekend.
