Can someone explain the difference between all of the electricity info on the childrens profiles?  What is regulated vs non regulated vs available?

My understanding, and I'm sure I will be corrected if wrong, is regulated is they are paying for electric service, Non regulated is they may have electricity, but there not paying for it (think extension cord to a neighbor or pole) and available is if they could afford it they could get it.

This is my understanding of it:

Regulated Use: Hooked up officially by the power company, paying for useage
Non-Regulated Use: Hooked up unofficially, may be paying a neighbor but not paying the power company
Available, Not Affordable: House is wired, family can't afford to turn it on
Available: Electricity access is present in the community but the child's home isn't wired in
Not Available: Electricity is not present in the community
