I have twelve in Zambia so I scan The Lusaka Times . Fredrick M'membe, a politician who will run in 2021, had a 6.26.18  guest editorial about poor children not attending school because their families could not afford the school fees.  We sponsors of Zambian children and youths are familiar with that situation and send EG money to cover school uniforms and school fees, but here's something I did not know; perhaps you didn't know what you are about to read either: quoting M'membe: "  Today we have increasing number of young people from poor families who are not attending school at all levels because they are not able to pay school fees. No young person should be excluded from attending school because they cannot afford to pay school fees. No one should be sent home from school or refused results of tests or exams if fees have not been paid."   I put the information that was new to me in  bold . I was dismayed to learn this...

Unfortunately, this can happen in any of the countries we work in, and is something that CI tries to address through our program.

It's my understanding  that some schools in Zambia charge a fee to provide students who have passed their 9th grade exams with a certificate and without that certificate they are not allowed to enroll in the 10th grade.
